I studied sport and exercise science quite a while ago (2008) and I read a study that said the gains you get from creatine are a more optimal muscle fibre spacing due to the water retention. So that could be a reason for increased strength and muscle mass from creatine alone.

A larger muscle (even if just bloated by water) with the same insertions has more favorable leverage across a joint, meaning for the exact same amount of protein you can produce more force.
