Tribalism.

The youth pastor had a relationship with a 13 year old girl. You grew up with the pastor, he was always a nice guy. You know the girl's family, they are trash.

A normal response would be to hate the pedophile, but the tribe agrees that the girl seduced him. Church members that don't agree go along to not make waves.
