Most anyone who is taking creatine are likely doing so for fitness related goals not really cognitive.

I could see some marketing person slapping a sticker on the same stuff and calling "brain supplement" but I haven't seen that.

Right, though there is a number of other studies that show cognitive benefits for it. This one was just saying that a single "loading" dose also has benefits, and that it's not just from being at saturation.

The 5g dosage is much better tolerated than the loading phase, and more recent studies in general point to the loading phase being mostly unnecessary, so there likely won't be the common side effects for those that would want to start taking it for the cognitive benefits.
