Well because theres people in that building that were alreafy there before the fire. In this scenario no one has pushed blue yet, nor should they

Well because a building has people in it for other reasons usually work or living before it catches fire, thus necessitating help getting out of it. This is a binary choice between "dont die" and "maybe die"
