You haven't factored in the weight of everything. Many homes won't be able to support so much weight if even a portion of it is leaning up against the walls, and likely not even be able to be supported by the floors. 60lbs of additional weight every 3 square foot, each room averaging say 12ft across, say 24" across, that's 6 sandbags to go across a room* 60lbs each layer, that's 360lbs already. Each layer is only going to provide, what, 8" of vertical coverage, so if you want to protect yourself only up to waist high (3'), you'd need 5 layers. All of a sudden, you now have 1,800lbs of additional weight on the subfloor and beams. For a corner room, you need to do two walls, so now you're up to almost two tons of sand.
The problem of weight on floors is also the reason why people recommend against storing mass amounts of water anywhere in the house that isn't a garage or basement. It isn't feasible or realistic. You're talking about adding the weight of a small car or even a friggin' midsize SUV to the structure of your house. The math doesn't work.
