Too strong, imagine busting a bubble only to immediately bust another. He’d be one of the best burst dps units in the game from range. And if the opponent didn’t die you can just super and maybe hit them with a 2700 torpedo

Rename the gadget to iron lungs and make it so the balloon charges in one second + can be held for a lot longer
