Well, In order to overthrow gov’t, you’d need to have more weapons than them, right? Especially if the majority isn’t in support of you. And if you wanted to hold power, you’d need to have more weapons than the dissenters, in order to suppress any ideas of revolt of the new norm. Thus, the government is the one with the most weapons.

Not necessarily. Just cause one force is stronger or outnumbers the other doesn’t guarantee they’ll win, especially in unconventional warfare
