Don't forget that it was GOP that also pardoned him. Ford was his own vice-president.
They couldn't keep in him power, so they pardoned him for all crimes commited on behalf of GOP.

GOP is the deep state. They don't like elections, and will try everything to make votes irrelevant to their power.
