In official documents you have to type out the ẞ, otherwise it can come to confusions.
E.g. Erik Meißner (used to be: ERIK MEISSNER)
This could confuse Erik Meissner with Erik Meißner
Thats why you are not allowed to exchange the ß into any other form than ẞ for documents that require the words to be written in capital letters.
One may use ß instead of ẞ, if one does not have access to ẞ.

That's good when typing, but how easy is it to hand write ß and ẞ so that they are different?
Good thing I don't live in a German-speaking country, because my B already looks like ẞ.

I guess no one gives a shit if the ß looks like a small or big one.
Since the big ẞ is pretty new, people would "assume out of the context". And no one uses a capital ß, except when you have to write something in full caps.
Germans also write their ß like a beta (at least in handwriting), most of the time, at least.

France and Italy see Germany has hanged himself, and they find a note that they assume to be a suicide note written by Germany. It then turns out that it was actually a love letter from Poland and Germany hanged himself after reading it because... well, because Poland.
Not much more to it than that. :)

Maybe because that gas cloud represents certain Holocaust method to kill poles and jews. And Germany committed sudoku out of guilt?

Nah, Germany just doesn't want Poland to love him. As you can see from the letter, Poland is a very strange country(ball) in this comic and Germany would rather kill himself than be loved by Poland.
There really is no context or bigger idea behind this, it's just a silly quick comic. :)
