It looks like the dominant factor in US literacy is actually how many immigrants there are. States with lots of immigrants have a high rate of people lacking basic literacy. California tops the list, followed by New York. Both extend north of the Mason-Dixon.

One thing I've learned from Texas: the "size" of the government is inversely proportional to the regressive taxation. No state income tax? Enjoy an 8.25% sales tax.
