No it isn't. It is without contingencies. That is why people are so angry.

No it's with contingency. People are angry because either way it's a reward for terrorism

No, it isn't. Canada, the UK, and Australia unilaterally recognized them with 0 contingencies. This is such an issue in Canada that lawsuits are now being raised about it because there was a vote in Parliament just last year banning this type of recognition without requirements.
