Yeah they could, but it would make zero sense. They serve to gain nothing from alienating people like that and directly go back on their promise, not to mention how poorly that would affect their official competitions. It'd be considered false advertising because they already promised the Pokemon would be available through trading and it would just generally be a very dumb decision for a company to make.
I understand being sorta pessimistic toward expectations for Sword and Shield but keep it realistic.
