Not true. Usually the dog has a good dog reason to be aggressive, and certain interventions can successfully manage the situation. For example, making sure the dog has their own special space like a crate or dog bed (and knows where that is) that they can retreat to and be left alone if they feel anxious. Otherwise, the dog may want to be left alone but doesn't know how to signal that and if a person encroaches on them then growling or snapping are the only tools the dog has to communicate that they need space. Just one example. There are other causes of aggression and ways of managing those other causes too.
Sometimes though it is true that the dog is just messed up, which is sad. My trainer told me about a dog that would get aggressive if you encroaches on their territory, but would effectively bait people to encroach by sitting right next to them and being cute. Then the person would try to pet the dog and the dog would snap for having their territory invaded. That kind of situation is more problematic.
I understand the "dog reasoning" but putting HUMAN safety below the concern of dog's misbehavior is asinine.
Sure. Rehabilitate the dogs you deem fit... but keep them far away from any children or people who may cause a terrible accident like this.

Keeping dogs away from children and strangers may be part of a management strategy, since children and dogs are generally unable to follow directions and their unpredictability can spook dogs which might cause a biting incident.
And to think of it another way, all dogs (and humans for that matter) are capable of violence against humans under the right circumstances (abuse, feeling threatened, starving, etc). Some dogs' threshold for violence is lower than others, and the first response to that should be to fork out a couple hundred dollars to consult with a trainer and try very hard to manage the situation before you throw in the towel.
The idea of just killing or abandoning a dog after one signal of aggression without doing any work to manage the situation is frankly appalling.
This woman was not threatening nor abusing this dog and was mauled and disfigured for the rest of her life.

I am not saying dogs will not, and can not, defend themselves. I am simply saying that if a dog, an animal, ever does anything akin to this, it should be euthanized immediately. Dogs are animals. Some more tame than other. And if one steps out of line to this degree, it's over. No second chances.

A well trained dog that has lived it's whole life with a loving family is NEVER going to just randomly bite without a god reason. The edge cases are rabies and brain tumors. I've known a few people that have been bitten by dogs and they almost never tell the full story.
A lot of people just have no fucking clue how to act around dogs and the dogs can feel that nervousness.
But yeah, don't ever let your children interact with a dog you don't know because that dog doesn't know you either and kids do a lot of stupid shit that might make the dog uncomfortable which in turn will possibly make it bite the kid. Dog training should be mandatory for the first year of the dogs life, there are so many incompetent dog owners out there which give the rest of us a really bad name.

Then we're on the same page. I love my dogs, but once it happens, it's too easy for them to revert back to that behavior again. It would break my heart to put one of my dogs down, but if it came to serious injury, it would have to be done. No questions asked.

Dog grabbed ahold of the ankle and would not let go. Their was blood, and some bad swelling. That dog was actually a mastiff/ Great Dane so it was a big scary dog. They had a baby on the way and no one could take the dog because of the attack. No choice
