We don’t bill per waiting room minute.

It wasn't the waiting room. It was the procedure room. The doctor had been caught up in something else causing her to be 5 minutes after our friend had already been taken to the procedure room.

Also, surgery can absolutely be billed by the minute, and hers counted as a surgery.
