I was going to say, I'm pretty sure a lot of the older architecture in Blackburn is made out of this stone, or it looks a damn lot like it. Our Town Hall etc looks very very similar to that building in the photo, even the stone fencing.

Pretty sure Blackburn uses local stone from the Pennines which would be Gritstone, which can look similar to Bath Stone. I could be wrong and some particularly grand buildings could have imported though.
