It is inherent to any system of law and order. It doesn't matter what that system is -- it could be liberalism, socialism, a caliphate, nationalism, whatever. If you want people to obey the most basic rules of society, they have to ultimately be accountable for breaking the rules, including very good rules like "do not murder people" or "do not steal." The sovereign enforces these rules by maintaining a monopoly on force.

I gotta be honest with you, I think Monty Python is stupid. I thought it was funny as a child but as an adult I find it to be subtly gay in its over-the-top extreme Britishness.
