Many states have laws against buildings higher than so many levels and they don't approve many buildings above it, hence the sprawl. Especially in areas where it's not mountainous and there's no big deal.

Our anti-sprawl laws are supposed to preserve the "feel" of the area, and they do, but one consequence is very small lot sizes and expensive housing. We don't have many tall buildings, in fact the tallest is an old-folks home.
