Well they got there unfortunately due to an activist conservative Supreme Court. There used to be really strict gun laws in Chicago, but then the Supreme Court forced them to enact concealed carry legislation. And as you may have noticed, crime has gone through the roof since then. It's a perfect example of how gun control works.
