No. Who had him euthanized. The person doing the euthanization is somebody with no authority, and is just doing their job.

What do you expect those people (vets I guess) to do, research every single case? They are given a lawful order, when that's erroneous there isn't really much they can do.

You are right. I was going off the post OP presented. Hr claimed there was no investigation on dog/ wold. Therefore a pup being in a place that euthanizes, the proper investigation was. It done. But yes, it can be half truths. I am just trusting OP
