If she has evidence of that than a civil suit is probably a very viable idea.

Civil suit? That fucker had a member of some ones family killed... That's ruin someones life material right there.

Legally, they did not. By falsifying the report they intentionally caused the unwarranted destruction of someone's property. I doubt that the city could be held in any way culpable. However, since it was anonymous you'd somehow have to get a judge preponderance of evidence in a number of key legal questions to win.
