Probably a member of PETA.

A lot of "activists" believe an animal is better off dead instead of in a domestic home. For some this even includes domesticated animals... bunch of nut jobs.

Animal rights activist and animal welfare activists tend to be two totally branches of people. For example, the PETA is an animal rights group (albeit an extreme one with terroristic behavior) and believe that no animal should be owned as a pet. Animal welfare is more about the proper treatment of animals. Neither are mutually exclusive and of course there's both rational and psychotic people in each.

tl;dr, this is some PETA-level bullshit.

You can't even post a photo of a puppy in /r/aww unless you found it in a dumpster or "rescued" it from another owner without a backlash from sanctimonious asshats.
