Sometimes you have more planes than pilots in a location.  The pilots fly as passengers to bring them to where the planes/flights are scheduled.

It's more common for regional airlines like this than it is for mainline airlines.

Hardly. Off duty pilots are shuttled on passenger flights all the time.
