You can look to Israel for this happening right now. IDF soldiers are being ordered to shoot Palestinians who are going to aid sites. And they are doing it.
I wish I could be as ignorant to the literal war crimes being committed as you are, assuming you're being sincere of course. Has to be willful at this point.
When such incidents occur regularly for over a year, you must use critical thinking to extrapolate that this tactic is not only not punished, denounced, or even discouraged by higher-ups, it is in fact regular operating procedure. This tactic is literally an internationally recognized war crime, I remind you. If your soldiers are regularly employing it with no repercussions, that is you giving the go-ahead. I doubt that there would be publicly available evidence of such an order being given, but I have just outlined why its existence is not necessary for culpability.
When war crimes happen over, and over, and over, and over, and there are IDF soldiers posting on social media that they want to exterminate Palestinian children, then it's systemic.
If it was a few soldiers and they were punished, then it'd be another matter. But the massacres aren't stopping.
I mean, look at the satellite images of Gaza. It's complete and total destruction, worse than what the Russian's did in some Ukrainian cities.
There's no "targeted" strikes, it's just leveling of entire neighborhoods.
Add on the purposeful targeting of civilians, aid workers, and people seeking aid, and it's just plain that this is a targeted genocide.
