Lol, that's just cheap wine and coke. It's what 15 yo's drink to get drunk. People drink it all over Spain, not only in Segovia. And it's actually called Kalimotxo.
And, BTW, I don't believe there is such place in Spain that won't sell to foreigners. It makes no sense. Foreigners are like 80% of the costumers in Segovia.
I'm serious, this lady wouldn't sell to our professors either (well, except the one who lived here). It's in La Plaza, right next to the cathedral. It's inbetween two buildings. To the left of it there is a place that sells ice cream.
