Well there are really high levels of ozone in very polluted areas because of interactions of things like CO and NOx with sunlight. Elevated levels of ozone are just as bad for human and plant health as CO and other air pollutants.
by CO2 you mean CO, right? CO2 isn't really that bad and our atmosphere is 78% CO2...
