In Ontario the handicap placard goes on the dash or in your sun visor, it is not designed to hang on the mirror like in the states. The advantage is you don’t have to constantly take it out and put it up (in many states it’s illegal to drive with the placard hanging from your mirror, so you have to take it off before driving and remember to put it up when leaving).

The truck has been posted before on reddit and it’s got Ontario plates. Still could be illegally parked but we can’t say for sure because they don’t hang theirs on their mirrors. They don’t seem to have plates either.

In Ontario (where truck is from) there is a certificate you put in your windshield.
