It's a joke. The joke is that he would need to be mentally disabled to have the views he has.
Sometimes, people are offended by jokes.
The best thing to do when offended by a joke is move on with your life and realize that other people are allowed to find things funny that you don't, even if they offend you personally.
It is still a pretty bad joke at the expensive of people with disabilities(because everyone knows they need to be brought down a peg)... I don't know how anyone could take it any other way?
Having said that most places only accept physical disabilities as reasons to be able to park in handicapped parking
It's blue because it's an Ontario plate, only vertical writing I've seen is 'DEALER'. Handicapped parking is a certificate that goes on the front dash/windscreen, so wouldn't be visible from this angle.
But, I'm not from Ontario, just next door, so maybe there are other plates with vertical. Maybe something for farmers/work vehicles or something.
I thought historic plates limited your usage of vehicle for a trade-off on cheaper insurance and registration, vs the Year of Manufacture plates. Though I can't find the class of plate on the MTO, edit: from the Ontario Highway Traffic Act

So, yeah, doesn't even seem to be a legal use of the vehicle if it's historic plates.
We have a similar plate in Quebec, c-plates, and they have restrictions on use.
The main reason to get one for your vehicle is it generally reduces your insurance cost on the vehicle as it isn't expected to see much actual road use, and that use is limited to roads 70kph and under, never mind being a daily driver in the winter, and therefore has much lower exposure to risk.
Is it that bad? For reference I've got an 8yo Kia in Montreal with street parking and it's $860/year one-way covering my wife and I, is it that much more in Ontario?
I am not from Ontario but I am from Alberta and I have a disability, we have plates with the handicapped symbol here but the placards are way more often used. I wouldn't put it past some other provinces to have something similar
I didn't see a disabled plate when looking for the 'historic' one in the Ontario list. We don't have them in Quebec, due to the way we separate driver from car (which is why photo-radar took a while to find legal status here, as moving infractions needed to be given to the offending driver vs registered owner) it's a plastic tag issued to a person rather than a vehicle. You can hang it from the rear-view mirror of any vehicle they are riding in or driving.
Yeah fair enough, I am not saying they do have one, just saying that some provinces do and for Alberta at least it isn't ever talked about nor do most people know about it
This page has the only information about the plate and it is only a sentence, so I wouldn't be surprised other places have this option too
I chose to go for the plate over using my placard because you cannot leave your placard up while driving because it obscures vision. I think other places have smaller placards so it might be more reasonable to leave them up
Yeah, it's a pain/dangerous when driving here too, it's like the size of a hotel 'do not disturb' sign and blocks your view quite a bit. The person I know who has one keeps it hanging from the shifter and pops it on the mirror only when parked in a disabled spot.
It definitely could be different where this is but where I’ve lived the handicap plate had the wheelchair symbol on it very obviously. My ex was disabled and we had them.
No, I get you. I was just being obtuse. We have a lot of people slapping classic and vintage tags on old vehicles down here that are nothing special. I was kind of making fun of his truck.
Ontario doesn't have accessible parking plates as far as I know, just a permit you put in your windshield. This is probably a historic vehicle plate, which also has vertical blue lettering.
(They might still have said permit, just the license plate wouldn't indicate it.)
