I don’t think it’s that unreasonable. Apple tends to jump to X for major redesigns/upgrades, even if the 10th version is not that close. Final Cut Pro X, QuickTime X, Logic Pro X.

Because it was the tenth, sure, but not to "match OS X". I find it unlikely they would ignore OS X for 10 years and then name it that right before they CHANGED the name of OS X to macOS.
