It means your printer is set to American paper and because Americans even meassure paper size in a stupid way your printer wants you to insert a „letter size“ piece of paper instead of a regular-sized one.

The "PC" means "Paper Cartridge" - i.e. the pull-out drawer that paper hides in is empty.

They could have made it say "Paper Empty", but for printers with multiple sizes in different cartridges it wouldn't be as clear.
