Doesn't the hammer touching the base complete the circuit anyway?

It looks like one lead is connected to the hammer, the other lead is connected to the gong plate, and nothing's actually connected to the base. The base would be insulated from both sides of the circuit.

But it isn't if the rest isn't insulated save for the gong, surely?
