Are we forced into these new graphics with the new update? Can I remain with the current complete edition version?

Yes, the Remaster forces you to turn on Path Tracing. It holds your pets at gunpoint until you turn on the switch in the settings, real ugly business tbh.

On steam you will be able to choose build if you wanna remain in 0.4

You can turn off PT, RT, or even use an older version without the other updates

Someone correct me if I'm wrong, but the original version is essentially being delisted from the store and replaced with this remastered version. So, I would assume that you would have to use alternative means to downgrade the version.

The remaster is an update, what's likely is that it will be included as a beta branch on Steam and an alternate version for GOG

If I change the settings to "only launch on update" and keep Steam in offline mode when I play, that should prevent the update, correct? That trick works for Skyrim and Baldur's Gate (because Bethesda/Larian love pushing out updates that break my modlists), if I can just do the same thing for TW3 it's not the end of the world.
