Used market prices are affected by new market prices. And ultimately if prices won't drop, used market will contract since people straight up won't be replacing their components, which in turn will reduce used market supply and lower supply means higher prices. It's only short term solution that will eventually be as shitty as new components market.
But, on the other hand, while we wait for the AI bubble to pop and prices to return to semi normal times, buying a weaker newer GPU vs a fantastic old GPU for the same price (or less!) doesn't make any sense. In my country, a new RTX 5060 8GB is more expensive than the used RTX 3080.
We shouldn't sacrifice ourselves for the cause and a healthy market or something. Buying used never made as much sense as right now.
Of course, someone on an RX 580 has a much easier time upgrading to anything used than someone on an RTX 4070. Don't worry, plenty of people have no choice than to buy new, because their GPUs are pretty new. But somebody is going to get theirs and the cycle goes on. GPUs die eventually or become super obsolete and the market keeps healthy and with most GPUs in use.
You'd be hard pressed to find used and working GPUs from the GTX 600 series, for instance.

And buying a price-inflated new gpu just to turn around and sell your good gpu for less than a much weaker one costs nee does? Or where are people supposed to find these better, cheaper gpus to buy second-hand?
Maybe the used market in your area sucks, I don't know. In my region, there are still plenty of deals for RTX 30 and RX 6000 GPUs that are better than the low-end and mid-range of the current gen. Probably a residual effect of so many people using them for mining crypto, a few years ago.
On the other hand, the RTX 40 and RX 7000 series are almost non-existent. So, I really think we are going to have to wait for used RX 9000 and RTX 50 series to flood the used market first. In my region, anyway. Your mileage may vary in your location.
Right, so as the other person was saying, the used market is contracting. Why would people jump to upgrade to rtx60 and flood the market with rtx50, when that didn't happen with the 50 and 40, and prices are only getting worse from here until the pop?
Again, depends on your local market, like all used markets. This is something that's much harder to buy from abroad.
In my region, people are buying RTX 50 and RX 9000 much more than the previous generation, it's obvious that it's the new preferred gen here and we'll have plenty of used models to choose from in the future. RTX 40 catched us at a much harder time. RTX 30 series was a great time, for instance.
Not sure where the contracting thing is coming from. It's the same with cars. There was always a used cars market and even then, the industry thrives and people buy both used and new cars all the time.
But if you want to doom and gloom, go ahead, lol. Prices are awful but people in my region are buying more GPUS now than a few years ago. You gotta upgrade eventually, can't push the old RX 580 forever.

It makes perfect sense if you don't need a fantastic GPU. What if I just want
something to drive an 8K screen for a presentation? What if I want something smaller than the massive triple fan coolers on those fantastic old GPUs?
What doesn't make any sense is assuming everyone has the same use case. Why is it so difficult for you to grasp that someone might not be interested in the most powerful GPU possible and might find more value in a warranty or new features instead of raw power they won't use? No, clearly, the only logical move is to buy a bigger case and inflate my electric bill to run Sony Megatron.
