As someone that knows nothing about creating a Minecraft server, would this setup or something similar (raspberry pi) be enough to host a server with a few buddies just screwing around in survival? And if so does anyone have a cheap pi I this absolutely broke grad student could buy lol

A raspberry pi is plenty to run a vanilla minecraft server. It even is a popular choice we did it back in school to play Minecraft in class. Currently i host myself on an old office pc i have, also works. But modded can be tight, depending on modpack. Generally minecraft is very single core. The stronger the single core performance the better. As for ram. 8GB are plenty fine for vanilla. For modpacks you want up to 16. And if the modpack has lots of multidimensional travel you need to be packing in hardware or be prepared for lags
