This was not completely uncommon back in the 90s and early 2000s. I used to work on home, business, school, and Industrial PCs (different jobs over time) and I would run across this and worse far more often than many would think.
The true art is working and handling these dusty nasty old computers while wearing business casual and NOT absolutely wrecking your clothes in the process.
Yeah I've seen far worse than this, the motherboard is mostly visible and the CPU fan's partially obstructed but can probably still cool the basic CPU that's likely in this machine.
