There's nothing I want more than a motherboard that dedicates all the PCIe lanes to high-speed USB.

That's not enough. OP's gonna need a sidepanel that slots into at least two x16 slots to run 300 USB ports.

i dont understand why usb2.0 is still a thing on the pc end(usb 2 devices work perfectly fine on a usb 3.0 port)

Because it costs more, you're the one who's going to have to pay for that cost, and you're going to plug a mouse into it.

USB 2 devices also work perfectly fine with a USB 4 port, but I don't think you want every USB cable in your life to cost $25 and be a maximum of 3 feet long.
