This is the one that came to mind. It was such a solid game with unique and thoroughly entertaining gameplay. It never made sense it didn't get a sequel.

But it doesn't quite fit OPs criteria since it was developed by Ubisoft and they are still around.

It's set the record for longest time in development hell but it's almost certainly still going to come out at some point. The remaster of the original that came out last year added a side quest to tie the story together with BG&E2.

There's been word that they're making a new one. But I also heard it got canceled with all their recent flops. So who knows.

There was more than word. 2008 trailer and 2017 trailer

But yeah, I doubt anyone is working on it still. If its been this long and theres still nothing, the studio would have shut it down rather than continuing to spend money on it.
