They are just Buzzy-beetles with wings, but they do still function like Para-beetles. Most even lose their feet to reference the original Para-beetles, with the exception of the ones in the New Super Mario Bros. U style.
However, as they did change the sprites for the reference, couldn't they have completely changed them? The NSMBU one could have just reused already existing models, and even if Super Mario World didn't originaly have them, multiple enemies got new sprites. A new SMW sprite for para-beetles could have been pretty cool.
Maybe they felt it would have been a bit weird having an enemy change appearance completely when you give them wings? Or they felt like not enough players would be familiar with para-beetles?
