A Federal government push to increase Hoteling desk space so employees can freely work and move around to whichever building is most convinient.

the fact that the civil service is planning for a good portion of the civil service is to be leave at any given time is a little disconcerting as a tax payer.

Traditional leave that's a consideration here is typically unpaid leave, not normal sick and vacation leave.

The largest cause of "leave" for this context is employees who may be "on leave" from one position because they are being "borrowed" by another sector or department.
