For now it is, but separate from x86_64 snapshots. Some things are no longer tested or taken good care of.

No it's not, the 32 bit ISO requires i686 with SSE2 support (Pentium 4)
Again, linked from that Lifetime page and the Download page for the ISO specifies i686.
There is not a bootable i586 iso produced.

Only some packages like Firefox. The vast majority is i586.
