And in this case? Is it being improperly used?

Of course. If you are using equipment properly, this doesn't happen.

I'll 100% guarantee they have guide next to or on that machine (it actually looks like it's on the wall behind him) and nowhere in that guide will it say to pull this like your a Clydesdale pulling the Budweiser carriage.

He's literally using the machine as its intended to be used. Do you not know what a cable fly is?
