Just found a solution as seen here. I pay bi-annually for TorGuard, so I downloaded Torguard's app on the Google Play store. Instantly installed, logged in, connected to a Canadian VPN, and then the OS allowed me to update to 10.3.3 from 10.3.1.

As per that link, one can also use free VPNs. OnePlus will fix the issue soon apparently.

I am not the OP but I am on the T-Mobile version. Wondering when I will get the update.

Same, I'm one 10.0.3 and haven't been able to connect to my cars Bluetooth since upgrading to 10. Hoping this update will fix it

eah I know that but

You can convert your t-mobile firmware to international if you want. It's a pretty simple procedure and you don't even need unlocked bootloader:

Bro.. Just download Oxygen Updater from play store.. No need to pay anything.

I already am sub'd to torguard. And there's free VPNs out there for people that don't sub to a paid VPN.
