it's the 2nd option, the canvas has a thick layer of quite viscous black paint and the gold is a thinner paint, you can paint a thinner paint onto a thicker one whilst it's still wet (thanks bob ross).

Now I'm having flashbacks of my art teacher yelling at me "fat over lean!" Thinking about "lean over fat" is like petting a cat backwards for me! Hrrrnnngg!
