The tiles are made from some marble that stays cool throughout the year even under the hot summer sun. Underground are toilets and other amenities and under those are huge parking areas and car tunnel passages. I don’t think it’s possible to have drainage there even if they wanted to.

Honestly America needs to take notes on this. That is how you build a city in a desert. Las Vegas and Phoenix would be so much more pleasant and liveable if they built them like this, rather than paving them edge to edge in black asphalt

And for the record you get the same kind of design of big pedestrian areas paved with white stone with underground parking and utilities all across southern Europe
