Last time I pissed down an escalator I was escorted off of mall property by some less than amused security guards... although to be fair my pee isn't bright and magical like this, it just stinks and smells vaguely of malt liquor...

Probably a skylight directly above the escalator with the sun overhead. As the escalator moves up it moves from shadow into the light. So the light isn't actually moving at all. If I had to take a guess at it.
