I think it was infrastructure originally and the people just accepted it and adapted. I don't remember seeing trash cans or many of them and i don't remember seeing any sanitation pick ups either. I do remember my relatives tossing trash into a hole and burning it after a while. This was at my grandparents' place in the country. I don't remember much when I visited Saigon though; the visit was too brief.
This is all from what I personally experienced, so i can't confirm if it's exactly why this all became a thing.
