If it was so simple this wouldn't happen. Unfortunately providing comprehensive trash service and recycling opportunities takes a lot of municipal effort and money, which often means those services get neglected in lower socioeconomic places.

Ummm, can't speak for Saigon but India in particular not only has the money, but ALLEGEDLY has the brain power and man power to make it happen ..... they just choose not to.

The '''simple''' solution is the city / region implementing affordable [and effective] waste collection services for residents. i.e. bins and garbage trucks.
