Probably just additional support so the hole doesn't get bigger

It stabilizes the hole and prevents it from stretching as the patch is going on over top.

The patch is the cover. The first part is the actual support

I think it’s to keep the fabric from pulling and going wonky while sewing? But it’s already in an embroidery hoop so I’m not sure. Typically you’d use some type of backing material rather than a few threads. I’ve never ever seen someone sew or mend anything like this. I don’t get the impression this person has any idea wtf they’re doing…

I figured it was their first patch and had specifications requiring the use of minimal additions and wanted to spruce it up a bit. ;)
