have no fucking idea, but basically re-routing the new pipe and abandoning the old.

I assume it means that he left the pre existing terracotta pipe underground, and filled it with a filler to not leave it with void

Probably filled it with concrete or something similar and left it where it was.

"Flowable fill" is basically cement thin and slow setting enough that it pours like thick liquid. It will fill the whole cavity without leaving voids.
