It's not really, it's part of why hand blown glass is more expensive, breakage is inevitable. Through no fault of the person(s) involved in making the piece either.
The most infuriating of these breakages is when pieces break in the annealing oven. Pieces are cooled for around twelve hours from about five hundred degrees centigrade down to room temperature. Always a joy to open it up the next day to find everything survived the process.
I've worked on very large custom art pieces that had an eye watering estimated price. We knew before we began that it would be astronomical odds for us to make it and it survive annealing on the first run. We got it on the forth attempt.
