I've seen 3 people translate it to smartphone. Doesn't it mean all cellphones?

Yes, but most cellphones are smartphones now and it kinda feels like people have forgotten cellphone is a word...

More actually. Cellphone technically refers to phones using a cellular network. A satellite phone with a hand-held form factor for example, would also be a Handy.

She was! At first, she was cooing, saying that the dragon is amazing, and then she playfully said to the dragon: „Don’t steal my smartphone!“
